The reform confirms the creation, as of January 1, 2023, of a single body of 6,000 State administrators that brings together the fifteen major main bodies (prefects, finance inspection, foreign affairs advisers, etc.). They will be applied to a single salary table that, aligned with the highest indices of the existing bodies, intends to be “more attractive”.

The suppression of the bodies also leads to the exit classification of the ENA, which became the National Institute of Public Function (INSP). From now on, students will express their candidacies and their preferences, and employers will select the anonymous profiles best suited to their needs, under the supervision of an independent commission of eight qualified personalities who will ensure equal treatment and impartiality in the process. .
